Located in Kabul, Afghanistan, CAPS is an independent, research centre that strives to conduct action-oriented research which will influence policy-makers. It works diligently towards building local capacity to produce conflict and threat assessments that will influence the safety and security of the people serving the governments, and international aid organizations.

30,000 Afghans went home this year from Pakistan
The number of the Afghansreturning home from across Pakistan under the United Nations-assisted voluntaryreturn programme has crossed the 30,000 mark for the current year, with themajority going home from the North West Frontier Province, official sourcessaid yesterday. The voluntary repatriation is governed by an agreement between Pakistan and Afghanistan and the United NationsHigh Commission for Refugees based on the principles of voluntary, gradual anddignified return. Pakistanhas agreed to the proposed extension of the Tripartite Agreement on VoluntaryRepatriation and the Proof of Registration (PoR) cards for Afghans until theend of 2012.
